JEANETTE (TONIE) BEHARRELL has been a full-time member of the B.C. Human Rights Tribunal since January 2003. In that role, she has adjudicated and mediated a broad spectrum of issues arising under the Human Rights Code.

Tonie graduated from Simon Fraser University, where she obtained a B.A. (Political Science) in 1994. She received her LL.B. from the University of British Columbia in 1997. Tonie was called to the B.C. Bar in 1998, and practiced in the areas of Labour, Employment, Human Rights, and Administrative Law, before a wide range of administrative tribunals and courts.

DEBBIE M.L. CAMERON is the Director of Mediation and Conflict Resolution Programs at the BC Labour Relations Board.   Ms Cameron started at the LRB in 1994 as a Mediator, and in 2007, became the Director of Conflict Resolution Programs.   Prior to the LRB, Ms Cameron was the Coordinator of Hospitals for the BC Nurses Union responsible for collective agreement negotiation and administration covering approximately 17,000 nurses in BC.

Ms Cameron has a Certificate in Conflict Resolution from the Justice Institute of British Columbia, a Certificate in Intercultural Studies from the University of British Columbia, an M.A. in Conflict Analysis and Management from Royal Roads University, and a Provincial Instructor Diploma from Vancouver Community College.

VALLI CHETTIAR currently serves as Vice Chair of the Property Assessment Appeal Board.  From 2008 to 2010, she served on the Health Professions Review Board.  Valli received her law degree from The University of British Columbia, clerked for the Supreme Court of British Columbia, and was admitted to the BC Bar in 1993.  Prior to establishing her sole practice in 2007, Valli held senior positions including partner of Borden Ladner Gervais LLP and General Counsel to Phillips, Hager & North Investment Management Ltd. Her practice areas included corporate, commercial, securities, real property, estates and trusts, corporate governance and administrative law.

JIM COLLINS is the Executive Director of the British Columbia Farm Industry Review Board.  He is responsible for the strategic operational management of the board in fulfilling its regulated marketing and farm practices mandates and for directing the overall conflict resolution role of the board.  He has been lead mediator for the board since 1994. 

Prior to joining the staff of the then British Columbia Marketing Board in 1991, Jim worked for the federal government in the intelligence and communications fields (as well as serving as a senior officer in the Canadian Forces Reserve) and managed in the private sector.  He is Vice Chair of the National Association of Agri-Food Supervisory Agencies. 

Jim was also a Director of the BC Council of Administrative Tribunals from 1997 to 1999 and served for many years on the BCCAT Education and Conference Committees and helped develop the BCCAT staff training course.

HARRY GRAY 25 years of experience in the health industry and has worked in a variety of roles, advising employers in sectors including Community Care, Assisted Living, Long Term Care and Acute Care.  Harry acquired extensive experience in advocacy and mediation of labour disputes.

Harry holds a Master of Industrial Relations from Queen's University and a Bachelor of Commerce, Finance & HR from the University of British Columbia. 

Harry is currently the Associate Vice President of Human Resource Services for Kwantlen Polytechnic University and serves on the Community Care and Assisted Living Appeal Board. 

HELEN R. DEL VAL is a lawyer and the Chair of the Financial Institutions Commission.  She also chairs the Community Care and Assisted Living Appeal Board and is a member of the Health Professions Review Board.   She formerly served as Commissioner on the Canadian Radio-television and Telecommunications Commission (CRTC) representing BC and the Yukon territory.  She serves as a director of the Justice Education Society and as an adjudicator on the journalistic independence panel of the Canadian Broadcast Standards Council. 

STEVE GUTHRIE has been the Registar for the Property Assessment Appeal Board since 2000. He has management experience in both the public and private sectors in finance, administration and human resources. Steve has an MBA from UBC and a BSc from SFU.

SARAH MCEWEN has a BAchelor of Business Administration (SFU) and a Bachelor of Laws (UBC).  She was called to the BC Bar in 2000.

As a lawyer, Sarah was in private practice in Vancouver and Kelowna.  Her areas of practice included administrative law, civil litigation, corporate/commercial law and criminal prosecutions.  In 2006, she left practice and joined what is now the Ministry of Housing and Social Development.  Since September 2008, Sarah has been the Director of Policy and Appeal Management at the Employment and Assistance Appeal Tribunal. 

SIMMI K. SANDHU has a Bachelor of Arts in political science (U.B.C.) and a Bachelor of Laws (U.B.C.). She was called to the bar of B.C. in 1990.
 
As a lawyer, she has worked for I.C.B.C., the Public Guardian & Trustee, and in private practice. Her areas of practice include administrative law, civil litigation, corporate/commercial law and real estate transactions. In 1995, she was appointed as a chair of the Board of Referees, hearing employment insurance appeals. Since her appointment in 2001, she has been a full-time vice-chair of the Property Assessment Appeal Board.

JEREMY SIBLEY was appointed to the Employment and Assistance Appeal Tribunal in 2007. He serves on a part-time basis as a panel chair/member. Jeremy works full-time as a branch manager at a major bank. He lives in the Abbotsford/Chilliwack area with his wife and is involved in several boards and organizations in the community including the Chamber of Commerce and groups teaching financial literacy for students. He has completed his education at The University of the Fraser Valley.

LISA WONG is the registrar and a legal member of the Mental Health Review Board.  She was called to the BC bar in 1992 and practiced in the area of administrative law at the Workers’ Compensation Appeal Tribunal and Review Board for 13 years.  She received her LL.M. from Dalhousie and her LL.B. from UBC.  She served a number of years as a member of the Policy and Research Committee.
